| Countries and governments at all levels attach great importance to flood control anddisaster mitigation, production and scientific research departments have also invested a lot ofmanpower and material resources of flood control and disaster mitigation engineering andnon-engineering measures. How GIS ((Geographic information system) to achieve floodcontrol systems and widely applied to the field of water conservancy information has becomean urgent problem[9-11]for flood control studies, the development of irrigation areas, floodcontrol systems, for the future prepare a comprehensive study of the development of practicalirrigation district flood control scheduling system. optimal flood dispatching the furtherdevelopment of irrigation area digitized flood control scheduling system has greatsignificance. This article on the basis of in-depth analysis of flood control scheduling hydrologicalmodel and flood disasters, the evolution of the characteristics of, the use of GIS capable ofrapid and accurate integrated to operate a variety of spatial data, analysis, simulation anddisplay features, and true expression of the floods in scheduling and simulation process.designed and implemented a high availability and high operational flood disaster simulationmodule for disaster rapid assessment and decision-making to provide strong support. This paper consists of four parts of research works:(1)Using Geographic InformationSystem based on Web technology, we design system structures about web GIS;(2)In viewof system functions on web GIS and contrasting network structures, we choose developmentplatform, development environment and GIS development tools to system software. And then, according to the needs and characteristics, we set up web GIS framework, spatial andattribute database, and achieve the actual requirement to the specific functions.(3)we buildup flood control system, which Includes hydrological monitoring system, flood forecastingsystem, flood dispatching system, disaster assessment system, etc.(4)We analyze the keytechnology of system implementation. |
