The Improved Bp Neural Network Algorithm In The Application Of The Flood Damage Assessment Research

Flood disaster is one of the worst natural disasters in our country which occurs with high frequency and result in strong impacts in wide area. The casualties and economic loss is caused by flood disaster, has serious restricted the sustainable development of society and economy in our country. The loss assessment of flood disaster can provide important decision basis for the flood-fighting disaster relief, can make an accurate evaluation for the benefits of flood hazard mitigation and flood control projects, can provide scientific guidance for the flood relief activities, and can provide reliable basis for the flood insurance reasonable compensation. Therefore, the study for the economic loss assessment of flood disaster is very necessary.Aim at the problems existed in the current flood loss assessment methods which are large amounts of computation, complicated operation, low accuracy of assessment results and so on, this paper puts forward the method of flood loss assessment based on BP neural network algorithm. The paper first introduced related theory of flood loss assessment, and based on this researched the calculation method of flood loss assessment, the index system of flood loss assessment and the influence factors of flood loss assessment; Second, getting the impact factor data of flood loss assessment by the mathematical statistics method, GIS and RS, and integrated with the theory of fuzzy sets and rough sets, the paper use fuzzy clustering analysis method and the normalized processing method to distribute the right value for impact factor of flood loss assessment; And then, the paper analyzed the advantages and disadvantages of several improved methods for BP neural network algorithm, and based on this, the paper presented the comprehensive improvement method of BP algorithm, and verified improve effect of the method by the experiments; Finally, using the improved BP algorithm to build the flood loss assessment model based on improved BP algorithm, and the model applied to assess the flood economic loss of Duchang Country.Application results of the study area show that the flood loss assessment model can rapidly and accurately assessed the economic loss value of flood disaster, so it has a good practicality, and can play a role in the flood-fighting disaster relief, disaster statistics check, evaluation of flood control facilities ability, etc.
