Along with the reform and opening up, the transportation in our country is developingrapidly. Under this condition, the railway network density increases sharply, which makes thepossibility of natural disaster on railway transportation high and raises the loss in such kind ofdisaster. Among all kinds of natural disasters on railway, railway flood disaster is one of themost serious disasters. As a result, we should put more attention on railway flood disaster.Surveying on works on railway disaster prevention performed by the former scholar, it isfound that they did their research only on their own related railway region, which means thattheir research results can only be used in an individual railway region. Besides, theequipments and the methods they used in their research is not the advanced, some kinds ofbetter equipments and methods can be adapted in order to improve the performance of railwaydisaster prevention system. Moreover, former researches rarely focus on disaster reliefdecision-making which actually is thought to be a most important problem in disasterprevention research. Consequently, we intend to construct a self-contained system which notonly performs well in railway flood warning but also helps to do decision-making in disasterrelief procedure.Firstly, we looked into various researches on railway flood prevention. Then, weanalyzed their advantages and disadvantages and brought forward the solution of constructinga railway flood warning and disaster relief decision-making system. The system acquiresreal-time rainfall information on each section of railway and reacts rapidly on any warninginformation. At first, we solved some key problems that will be faced in the systemconstruction:1) the acquirement of real-time information about wind and rainfall on railway field;2) the effective transmission of acquired real-time information;3) geo-visualization ofacquired real-time information;4) construction of disaster relief decision-making model.After that, we analyze the requirement about our system from related departmentcarefully and then we figure out the prototype and architecture of our system. Based on theprototype and architecture, we elaborate the way we establish our database and the way wedevelop our system.After the implementation, we tried to verify the effect of our system by deploying it intopractice. Its performance appeared good in the stress test. During the shakedown period, thesystem's attractive appearance, rapid react ability and high stability are approved by all theusers. Until now, the system is running with good security and stability. It was improved inthe practice and will always be.
