The disasters due to frequently floods of Huaihe River result to heavy direct and indirect losses. So the government needs a new technology to reduce disaster losses which can achieve the flood control work in digital, high efficiency. Virtual reality, geographic information system and other high-tech which used in flood control and flood prevention work is one of the most important ways for digital. Comprehensive application of virtual reality technology and the spatial analysis function of GIS establish the basic model of flood disaster reduction system for water conservancy and urban planning. Through the analysis of flood, the scene demonstration and preview function achieve the effect of flood mitigation, thereby reducing flood loss of life and property. The main contents can be summarized as follows:1. According to the flood disaster's actual situation of Huaihe River in Anhui Province, this paper researches the natural conditions which cause flooding along the Huaihe River in Anhui Province, and analyzes the rain and weather characteristics of flood disasters during the recent years, study areas along the Huaihe River flood control systems and their flood control capacity.2. 3DGIS basic database construction is the core of the flood control system, a reasonable organization of database can not only meet the basic functional requirements, but also improve the running speed and give the users tremendous convenience. 3DGIS dynamic data system based on the establishment of geographic information for Huaihe River in Anhui Province, this paper studies the composition of 3DGIS data system, data organization, database processes, and studies the type of database management and service system.3. According to the research and implementation of the flood control and disaster alleviation aided decision support system based on VRGIS platform, this paper implements the system architecture and main functional modules, and studies the construction of three-dimensional scene, real-time monitoring, GIS analysis, decision support, command scheduling in detail. Using virtual reality technology, geographic information systems technology, computer graphics and remote sensing and other advanced technologies developments crisis management strategies based on VRGIS Platform, which significantly enhances the information synchronization of relevant departments.
