In recent years, massive mountain floods have caused huge losses and posedconstant threats to local residents’ lives and properties. Since2010, China hasaccelerated the pace to prevent mountain flood and has launched a nationwidenon-engineering flood prevention construction at a county level. Yueyang City islocated in the rainstorm center of north-eastern Hunan province. The rainfall there ishuge and severely irregular in both regions and seasons. The eastern mountainousregion is liable to floods due to the poor geological conditions. Under thesecircumstances, it is essential for Yueyang City to establish an urban mountain floodprior warning information system and enhance its flood forecasting capabilities.Drawing upon the information of non-engineering construction carried out in5counties and2districts in Yueyang, this thesis investigates the working proceduresand modules of the mountain flood prior warning measures taken in Yueyang City.Furthermore, it analyzes the installment of a city-wide flood prior warning platform.The major content of this thesis is as follows:(1) By analyzing the current performances of the mountain flood prior warningsystem, the thesis identifies the deficiencies in the non-engineering constructions inYueyang City, smoothes out the processes of the prior warning works and constructs afunctioning module in view of the whole city.(2) The techniques employed in the construction of the mountain flood priorwarning platform, such as WebGIS, RIA, Silverlight, and WCF Service etc., areresearched and evaluated. More specifically, the mountain flood database, thesurveillance software used in the prior warning platform at the county level, and thetechnical support systems for decision-making are all taken into account on the basisof the B\S framework. And an overall configuration of the mountain flood priorwarning information system is figured out in Yueyang City.(3) By comprehensively integrating and coordinating the presentnon-engineering mountain flood prevention measures and the data accumulated fromthe precipitation telemetry stations, information assimilation and resources sharingare accessed among the Department of Meteorology, the Department of Hydrology,the Flood Control and Drought Relief Office and the Department of Land andResources. The whole working process is further manifested in details in the following eight basic modules: the flood surveillance, the weather information, therainfall information, the precipitation information, the industry information, theconstruction information, the land geological disaster information and the mountainflood prior warning.Furthermore, based on the practices of mountain flood prevention in YueyangCity, the paper demonstrates that such techniques as WebGIS, RIA, remote sensing,and information visualization have been successfully employed during theconstruction of the mountain flood prior warning system. The end product of thethesis can provide theoretical and practical support for Yueyang City in theestablishment of a sound mountain flood prior warning system. Thereafter, accurateinformation on rainfall, precipitation, disaster can be accessible to the flood controloffice and other relevant government organizations, at the same or higher levels, andto the general public. The system can also help to construct a quick prior warning andresponse mechanism at both county and city levels. It can serve the City FloodControl Office for decision-making, guide the local authorities for rescues and floodprevention, consequently minimizing the losses caused by the mountain floods.
