The floodplain covered in the lower of the Yellow River as long as 800 km, it is the region on where flood occurs frequently every 2 to 10 years. It is important that assess the number of floodplain area and the disaster situation in the drown area quickly, which enhances the ability of flooding-control and disaster relief of the lower of Yellow River.This system based on RADARSAT satellite remote sensing technology of Canada, can all-weather monitor flood situation of the lower reach, which enhances the level of automatic interpretation for flood RS image to quickly assess the number of floodplain area and the disaster situation in the drown area.The paper focuses on the flood disaster loss estimation system design and implementation, this system is the assessment system in the lower Yellow River is an important component. Through the integration of disaster loss estimation techniques, simplified disaster evaluation steps to improve disaster estimated speed; to RADARSAT remote sensing technology, remote sensing images collected in the fall as the main source of economic, fast and accurate access to information on land use, land-use complete type classification; and flood damage curves and loss of housing through the loss of crops historical data analysis and calculations, and the edge surface of the water extraction model and digital elevation model DEM, to establish flood damage curves; final details of the system analysis, design and implementation, including: overall system architecture, each functional module, data flow, database design and prototype implementation.This system got a successful test. But it is still improved on parameters in assessment model for estimating flood loss by historic flood data and field data. And it will be tested and improved in practical flood affairs.
