Social inclusion as the social value of public libraries, has received wide recognition ofthe foreign public library sector, the community people as well as the governmentdepartments. In China, the public library is an emphasis on "harmonious society" policy, hasnot yet been systematically explored the problem of social inclusion as the public librarycommunity responsibility and the value of public library industry did not generally establishthe values and mission of social inclusion and inclusive nature of a national or industry-wideguidelines. Article on the study referred to is not merely referring to the library’s socialinclusion policy, it also includes various declarations, reports, and other related contents.
