This dissertation investigated to what extent the theoretical of the social inclusion inthe harmonious social environment. The social inclusion is the most important aspect ofthe library, it is identify that the relationship between tolerance, justice, and socialexclusion have opposite view. The social inclusion consider to be the key issue fornon-profit organisations in this highly competitive market, it is the direct embodimentof a concept. In the previous of service, the embodiment of public library's concept ofsocial inclusion by avoiding in different ways which is included political exclusion,personal rejection, facility reject and institutional exclusion.In the embodiment of spiritual and social inclusion, the fundamental socialattributes can be lead to social responsibility; it is also relate to each person,organisation and institutions. There are two connotations of the social responsibility ofthe public library, one is the social responsibility of the library from the negativeperspective, and the other is the one from the positive perspective. The negative socialresponsibility means when libraries make a behavior according to their purpose andmission, the behavior maybe produce some negative externalities influences that somepeople think they are, now libraries should bear responsibility that clear up negativeaffection. The positive responsibility means libraries according to their purpose andmission take action to influence social on one's own initiative. The contents of libraryresponsibility include legal responsibility, ethical responsibility and pure obligatoryresponsibility. The legal responsibility means the library should bear the responsibilitythat relate to job duties or obligations by legal rule. The ethical responsibility means thelibrary as a social behavior subject should bear the responsibilities that maintain "thecommon good" or "morality a well-ordered" that accepted within their social group.The pure obligatory responsibility means the library out accomplishing their duties thatshould be assumed, to the identity of the public organizations, under take the obligations for the social public career (peace, harmonious, democracy, rule of law, environmentalconstruction, and so on) and programs for public good (charitable contribution, helpinghand, and so on).The expression of the social inclusion and the commitment of the socialresponsibility both are the basic manifestation of the social value of the library.However, there are conflicts between the two, for example, the conflict between theaiding the weak inclusive spirit and bearing the pure obligatory responsibility, theconflict between the read free inclusive spirit and spreading noble knowledge, theconflict between the inclusive spirit of keeping readers secret and safeguarding publicsafety. The conflict of interest is exist for ever, the choice between good and evil isdistinct, but the choice between two good is very difficult, both have their rationalitiesof the existence. This paper tries to hold the principle of equality and mutual benefit,finding the balance of interests dot within the library services.
