Thus, it can provide convenient, efficient and reliable online library services for Disadvantaged. However, the ability of vulnerable groups to obtain network information is generally lower than normal levels of society. So it’s necessary to focus on taking into account the needs of vulnerable groups in the construction of the library. The characteristics of their population should be taken into accounted the development of specialized Internet library services Public libraries should make full use of new technologies and methods currently, and adjust the organization of the library, upgrade hardware facilities in the library, staffing optimization of the library, update the library service concept. In order to achieve extend library services, library expand the scope of services, improve service level of library. So that vulnerable groups enjoy the information through the work of the library on behalf of the State. Providing "Internet+" services for vulnerable groups is a long process. Combined with the current needs of vulnerable groups, the use of Internet technology to provide better service has become a trend.The structure of the paper is divided into six chapters:The first chapter summarizes the background and significance of this issue from both theoretical and practical aspects. It focus on the introduction of vulnerable groups at home and abroad. The service for the Disadvantaged Anhui library, Hefei library and Lujiang County Library are conducted to get a comprehensive understanding of the public library in Hefei. The fourth chapter analyzes the public library service problems for vulnerable groups in Hefei.
