The reason for the "vulnerable groups", in addition to action-inconvenience caused by some body defects, moreover it is spiritual emptiness and limited in knowledge acquisition. However, we should not overlook vulnerable desire to read, it may even more intense than average people. On the current, there is a big difference on the range and depth of services for different vulnerable groups when it comes to the reading promotion for vulnerable groups pushed by Public Library. Public library for the vulnerable groups reading extension service is definitely not an overnight task. In carrying out the process of this great work we need to continue to explore and improve. In addition to, the first thing needed is the support of national laws and policies, and improves of laws and policies will have absolutely clear influence on the promotion of reading and extension service; secondly, expanding the sources of funds channel is also the indispensable necessary conditions. The most important thing is awakening the public library awareness of service and unremitting efforts for the promotion of reading, and strive to comprehensive services, and strive to serve fine, let the people reading atmosphere around every corner, so that more groups enjoy reading, feel the infinity charm of knowledge.This paper studies the public library service work of promotion vulnerable groups reading, in the background of national reading promotion, firstly made a clear definition of public library service "vulnerable", clarified the necessity of public library servicing disadvantaged of groups.
