Research On The Provincial And Municipal Public Library Services For Vulnerable Groups In Henan

Since the 18 th National Congress of the Communist Party of China,the country has attached great importance to the construction of the modern public cultural service system.Public Cultural Service Guarantee Law of the People's Republic of China andLaw of the People's Republic of China on Public Libraries corresponding public cultural services according to the characteristics and needs of vulnerable groups such as minors,the elderly and the disabled,and legally guarantee the basic cultural rights of vulnerable groups.As a public welfare cultural service institution,public libraries are the main undertakers of public cultural services for the whole society.Vulnerable groups are special groups among the people,Public libraries should provide basic knowledge to care for the disadvantaged groups,help the disadvantaged groups,and assume the social responsibility of serving the information of the disadvantaged groups.Based on the above background and knowledge,in order to understand the current situation of the services of vulnerable groups in public libraries in Henan,this paper selects the services of vulnerable groups in public libraries in Henan Province as the research object to carry out empirical research.The article uses methods such as field surveys,interviews and questionnaires,it from the three aspects of the public library service rules and regulations for the vulnerable groups,hardware facilities and users of vulnerable groups represented by minors,the elderly and the disabled,the article investigated the service work of vulnerable groups in 16 provincial and municipal public libraries in Henan Province,and statistically analyze the survey data to find out the current situation of services provided by vulnerable groups in Henan provincial and municipal public libraries;On this basis,from the two levels of public libraries and vulnerable groups,analyze the problems of the services of vulnerable groups in public libraries at the provincial and municipal levels in Henan Province;In response to the existing problems,public libraries should improve the service awareness of vulnerable groups,formulate relevant policies and measures to serve vulnerable groups,build service facilities that meet the needs of vulnerable groups,and provide diversified services.Vulnerable groups themselves should actively use public library services and other aspects,and put forward countermeasures and suggestions to improve the service level of Henan provincial and municipal public libraries.
