On Theory And Method Of Knowledge Aids Of Public Library To Vulnerable Groups

Going on thoroughly with reform, vulnerable groups mainly including layoff people, unemployed people, peasants and peasant workers become a great social problem and cause the extensive concern of the society. The number of them is numerous and the scale is enormous and shortly the quantity of them will be on rise. Taking the cost of reform, they are in unfavorable status in political, economic, cultural life. In order to guarantee the harmony of the reform and solve the predicament of people, the government must take effective measures to relieve the question of vulnerable groups.Analysing the cause of problem is the precondition of soving it. According to the research of sociology, knowledge poverty which means the shortage of ability or shortage of the way to obtain, absorb and exchange knowledge, is the origin of appearance of vulnerable groups. Knowledge poverty deeply effects vulnerable groups's acquirement of economic benefit, improvement of spirit condition and democratic condition, so to allievate knowledge poverty, knowledge aids are absolutely necessary. Knowledge aids refer to providing of knowledge products and knowledge service to vulnerable groups by government and society free of charge or at low cost, so as to enable them to change their disadvantaged condition. It is an important part of social welfare and social security. Public library, being the public service set up at the cost of government, takes the responsibility to protect intellectual freedom and equal knowledge distribution, furthermore, it has the advantage of public service, experience,distribution and resources. So public library has the necessity as well as ability to participate knowledge aids. The theme describes the present existence actualities and characteristics of vulnerable groups, discusses the effect of knowledge poverty, analyzes necessity and feasibility of knowledge aids from public library in theory, and emphasizes on system innovation of public library for knowledge aids, concrete measures and effect evaluation of knowledge aids. There are six sections in this dissertation. The first section introduces the presentresearch situation both at home and abroad, research significance, innovation and research method of the theme. The second section describes survival condition and characteristics of vulnerable groups at present and analyzes influence of knowledge poverty on vulnerable groups in economy, spirit and democracy. The third section discusses the contents, significance and principles of knowledge aids. In addition, the section analyzes the necessity and feasibility of knowledge aids from public library. The fourth section is key part of the paper, probing into system innovation, concrete measures. The fifth section discusses rational evaluation of public library for knowledge aids.
