Research On The Implementation Evaluation Of Urban Planning Based On Dynamic Maintenance

Planning and implementation of supervision are two key links and give full play to the role of regulation of urban planning, planning implementation evaluation is the core standard of the effectiveness of the city planning. However, due to the objective development stage of city located in China, the implementation evaluation research started late, the relevant practice seriously lags behind the implementation evaluation theory research. At present, as a purpose work, the implementation evaluation of urban planning has been widely used in the revision of the statutory procedures under the phenomenon of round of planning before the more common, unable to play effective role in the implementation evaluation.The starting point is to dynamically maintenance, using various research methods, in-depth study of factors affecting the implementation of urban planning,implementation in the results of urban master planning as the evaluation object, focus on two aspects of the implementation effectiveness and implementation mechanism to construct the implementation evaluation system of the urban master planning, research on the promoting effect on dynamic maintenance mechanism to implementation evaluation results timely feedback to the planning. This thesis combines the empirical study, make the implementation evaluation to the urban master planning of Huainan city, put forward the dynamic maintenance methods for implementation evaluation of urban master planning, to strengthen the dynamic monitor of the urban planning implementation, to establishment the dynamic monitor system and the information feedback system above the urban master planning, make sure the process and results of the dynamic implementation of urban master planning has the rationality and science.First of all, the evaluation theory research results are reviewed in this paper on the implementation of domestic and foreign dynamic maintenance and city planning, in studying and Thinking on literature, analyze the effect of China’s planning and implementation differences cause, put forward the positive role of dynamic maintenance mechanism to narrow the differences. Secondly, in view of implementation evaluation of the overall planning of the city is more significance, this paper takes the city planning as the research object, using the analytic hierarchy process and expert consultation method,starting from the city overall plan for the implementation of two aspects of achievements and city planning implementation mechanism, constructing the evaluationmodel for the overall planning of the city. Evaluation model includes 2 evaluation levels, 8evaluation factors and 24 evaluation factors, weight allocation by the analytic hierarchy process and expert consultation on each indicator, and determined the implementation evaluation calculation model; finally, the choice of general urban planning of Huainan city(2010- 2020) the implementation of assessment as a case, analyzing it,discover in time and the deviation between the summary plan implementation and planning objectives, to explore the causes for the deviation, the influence factors of the effective implementation of city planning, put forward the perfect dynamic maintenance mechanism to promote the effective implementation of planning measures, provide a reference for urban planning implementation evaluation research. The paper also put forward the innovation of study to illustrate, points out the existing problems and deficiencies in the process of evaluation, and pointed out the direction for further research, put forward the improvement measures.
