Study On The Implementation Evaluation Of Binzhou Master Plan

After decades of precipitation accumulation and development,urban and rural planning in China has gradually formed a mature and stable system structure.The relevant implementation evaluation system has experienced long—term running in and amendment,and has formed a relatively sound process system,such as summary of results,planning problems,and suggestions for next round of revision.However,under the background of macro strategy of building a unified land and space planning system in China,the traditional urban and rural planning evaluation system and land space optimization empirical research is relatively lacking.The evaluation system and evaluation standard of traditional urban and rural planning evaluation methods are unreasonable,which gradually exposes the guidance of the optimization and adjustment of the whole area space The limitations of planning areas such as incomplete guiding elements.Therefore,the research will evaluate the effectiveness of traditional urban and rural planning in combination with the requirements of many elements under the land and space system.First of all,on the basis of urban and rural planning design and related basic theory research,domestic and foreign urban and rural planning implementation evaluation research,Binzhou urban and rural planning is selected as the research object,and the research methods of combining quantitative and qualitative,spatial analysis,public survey and so on are used to analyze the influencing factors of evaluation index,and put forward the construction principles and ideas,The evaluation index system of urban and rural planning implementation in Binzhou City is constructed from the two aspects of planning implementation results and planning implementation process,and the index weight is determined by expert scoring method.Secondly,combined with the implementation of Binzhou City master plan,combined with the fuzzy comprehensive evaluation method,this paper evaluates the overall implementation of Binzhou City,analyzes the problems existing in the implementation process of Binzhou City master plan,and analyzes its implementation mechanism.Thirdly,the extension analysis is carried out for the index layer and factor layer which are identified as relatively poor and poor in the fuzzy evaluation method,and the problems are further found by using the data comparison and the discrimination of spatial consistency and spatial coverage ability,so as to put forward the clear problem direction for the follow—up optimization measures.Finally,according to the results of fuzzy analysis and extended analysis,targeted from the bearing capacity under the constraints of water resources,urban development strategy and direction,urban development boundary,construction land structure,four line space management and control,urban and rural public service level and public participation and policy optimization and other aspects,put forward to improve the implementation of Binzhou urban planning and design optimization measures.To sum up,under the background of land and space planning implementation,Binzhou City is taken as the research object to build the planning implementation evaluation system.From the two aspects of planning implementation process and implementation results,the paper discusses the implementation evaluation process and implementation improvement countermeasures of Binzhou master plan,aiming to provide reference for improving the implementation level of urban and rural planning and design in Binzhou City.
