Study Of The Food Safety Regulatory Problems Of The Production Field In Suihua City

The food safety covers a wide range of fields bearing the vital interest and health ofpeople. Now we China is on the stage of transformation of social economy while there aremore and more social problems like food safety which has attracted people’s attention. Sincethe production process is the root cause of food safety supervision and administration, so weshould excise the supervision and administration in food production and overcome thegovernmental failure. The key measure establishes the creditability and leadership of the partyand government which guarantee the food safety.Influenced by the circumstance of more food safety problems and the development ofsocial economy, there are many problems to be solved in Suihua, including indefinite function;unclear responsibility of quality supervision staffs; inadequate laws and regulations;ineffective law enforcement; ignorance about relevant regulation by food enterprise, managerand masses. The cause can be concluded into two parts: superficially it’s because some foodenterprises have weak foundation and poor qualified staffs who know nothing about law,moreover there are large numbers of scattered enterprises; indeed it’s because the departmentof quality supervision and administration has limited power and funds to make a better lawestablishment and enforcement.To solve the problems ahead, Suihua should develop a substantive plan to address thepractical problems instead of a Band-Aid according to the system and condition they have. Inorder to get double result with half effort, they should build up a system as a whole.On the basis of Suihua’s food safety supervision and administration, they can establish asystem of leadership, objective, regulation, application, supervision, administration, efficiency,and take various measures of law, regulation, organization, funds, equipment whichcontributes to an effective system.
