American Food Safety Supervision System And Its Enlightenment To China

Food produced in the United States is perceived as one of the safest around the world, and the food safety supervision system is also the most popular system that were widely used in the world, this system can be traced to the1906. Before1906, in late19th century and early20th century, while the United States was turning into industrial society from agricultural society. People beginning to pay more attention on food safety and security with the progress in scientific technology, and high developing speed of the economy at that time. President Roosevelt, after read the disgusting sanitary condition of meats processing from a novel named The Jungle by Upton Sinclair, a Sociologist, and considering about request of changing sanitary condition of food processing. He finally promote of building up the food safety supervision system.This article is started with the1906Pure Food and Drug Act (PFDA) to talk about how the supervision system built in the United States and how we can learn to build up our own system in China.This paper comprised with seven Chapters:Chapter Ⅰ is Introduction. It talks about the background、idea、method、purpose and significance of the paper. Also discusses about the United States and China research on food safety supervision system、theoretical analysis and literature review. At the same time, distinction between our country and the United States on food safety and related concepts. Such as the food safety supervision system concepts. At last, presents this paper’s innovation and shorting.Chapter Ⅱ to Chapter VI focuses on the U.S. food safety supervision system.(1)Mainly focus on discussing the establishment of the United States Food and Drug Administration, and other food safety regulatory settings, and specify the responsibilities of different institution on food safety.(2) Since1906,the U.S.food safety laws and regulations was establishing and gradually improving. The Pure Food and Drug Act, the promulgation of laws and regulations for food safety to develop other acts in U.S. plays a important significance, so as the"Pure Food and Drug Act" basis, to discuss the establishment of food safety laws and regulations of other acts developing and continuous perfect.(3)Discuss the U.S.food safety supervision system monitoring objects-U.S.food industry cooperation system, HACCP focuses on crisis management mechanisms. It plays a important role on the U.S food safety supervision system. Flaws food recall system, and punitive damages system, these two systems are shocking with the food producer with their punishments。(4)Discuss food safety supervision system in the United States with the end beneficiaries-consumers, food safety is closely related to information disclosure system of food regulation reflects the most important concept that openness and transparency.(5) Besides the institutions、legal regulations, including the food industry association、media and consumer’s social supervision.In the last chapter of the paper, combined with domestic regulatory conditions and the current status of China’s food safety, references to the U.S.food safety supervision system, to making more feasible suggestions for our current food safety supervision system.
