Research On The Problems And Countermeasures Of Food Safety Supervision In Yueqing City During The Reform Of The Organization

Since the reform and opening up, Yueqing, the pioneer of Wenzhou Mode, has developed its economy and improved people’s living standard very fast. As people begin to pursue a higher quality life, food safety has become an important subject to the government. However, due to the market environment and history, the food market of Yueqing is still disordered and food safety problems have become more and more severe. In the meantime, according to the “Reform and function transformation of the State Council”, which was approved in the first session of the Twelfth National People’s Congress, and encouraged by the spirit of the Eighteenth National People’s Congress and eighteenth plenary session of the second review, our government decided to found State Food and Drug Administration to inspect and manage the production of food and drug. Therefore, an institutional reform for food safety has been carried out and Market Supervision and Administration Bureau have appeared all over the country. By utilizing professional experience and research methods such as literature research, case study, experience summary, etc., the author did research about the current situations, existing problems and reasons of food safety problems in the circulation of food during the institutional reform based on the case of Yueqing. In the end, the author proposed recommendations to the supervision mode in the circulation of food. After analysis and research, the main results are as follows:(1) On the investigation and analysis of the status quo of food safety supervision in the circulation link in Yueqing City, the following regulatory experience: using the combination of daily supervision and professional supervision, adhere to the technical means of qualitative detection and quantitative detection of "dual track", a clear to the farmers market to improve the project as a means of consumer protection; to explore the mechanism of food safety and traceability of food.(2) With the development of Yueqing City circulation link food supervision work in-depth development and institutional reform of propulsion regardless, work began to exist and appear some problems to be solved: regulators lack of energy, regulatory efficiency is low; institutional reform in rapid detection become tasteless; promote the food safety supervision of the farmers market transformation to enhance the work of the difficulties and frustrations of the; food safety traceability chain incomplete traceability system is not perfect; the pattern of social common management has not formed.(3) On the basis of regulatory experience and research on the problems, proposed to improve the circulation of Yueqing food safety regulatory reform at the institutional measures and suggestions: should enrich the circulation of food safety supervision capacity; to build circulation of food safety inspection and testing system; strengthen farmers market standardized transformation, enhance food safety standards; further establish and improve the circulation of food safety control system standards; accelerate the basics of food safety training and education, the formation of social condominium pattern.
