With the development of China’s higher education and higher education internationalization and marketization process is accelerated, increasingly highlight the importance of human resources, the need for human resource management is becoming more and more urgent.Practice shows that the effective human resource management and development can fully motivate the employees’work initiative and enthusiasm.For institutions of higher learning, therefore, the implementation of human resource management is to improve education quality of teaching, improve the level of scientific research, is the effective means to enhance the level of social services.However, in the process of construction of high level teachers, how to use the concept of scientific development as guidance, to explore a set of effective and can meet the requirements for performance management of higher school teachers’ performance appraisal system, is one of the important subjects need careful study and attach great importance to.Based on the background of performance appraisal of institutions of higher learning, this paper analyzes the problems existing in the performance appraisal, to explore measures to improve the improvement of performance appraisal results of institutions of higher learning, performance assessment and human resources management system of institutions of higher learning will be consolidated.According to the actual situation, we analysed the functional requirements of the human resource management system, then we completed the system with the object-oriented software engineering methods. The system is based on B/S development framework, and use Asp development method and SQL Server database technology. The system has been divided into function modules properly, it has added some modules like the appraisal module. In this paper, we divide the human resource management system into nine modules:personnel management module, organizational framework management module, contract management module, salary management module, social security management module, performance management module, attendance management module, training management module, recruitment management module. The system set users to different permissions, system provide different rights to users with different permissions, and user with high high permission can modify information of user with low permission. This feature make the system run more reasonable and let the university manage the human resource more scientific.The system meets the need of university, and achieves the goal of manage the human resource. The system can improve the utilization of available information and the advantage of network. User can access the system via the network conveniently and safely. The system is easy to operate, and facilitates interactions, these advantages improve the efficiency of human resource management for university.
