In recent years, human resources management has become the most important part of the management. The traditional human resources management which is based on manual record cannot meet the current management needs since it is not only time-consuming, but also easy to make mistakes. Hence human resources management mode should be adjusted, so as to adapt to the growing needs of the organization. At present, many domestic enterprises have realized the information of human resource management, design and development of the dedicated to human resources management system, but most of these systems belong to C/S mode which have many disadvantages, such as reusability, maintenance difficulty is higher, and the existing management system is relatively simple which is only able to handle daily HR management tasks.The company exemplified in this article is a company engaged in e-commerce network of technology companies. In recent years, this company has rapidly developed, the main types of business within this company have diversified, and the demand for high quality talent has also grown in quantity, facing the problem of talent shortage. Therefore, how to present management pattern of human resources optimization and improvement has appeared to issue in this company’s management. Before the implementation of the HR system, most of a company’s human resources management is done by hand, In other words, the work efficiency is fairly low. The company lacks unity and enterprise development strategy to match the human resources management system.Based on this company’s human resources management system as a whole development process, the thesis illustrates the key technologies of the system selection, system analysis, system design, system implementation and testing. The characteristics of this system are the introduction of the Struts, Spring and Hibernate frame. Comparing with the traditional development mode, the combination of these three frames with SQLServer2000as its background database has greatly improved, especially in terms of its efficiency. In conclusion, this paper, at full length, describes the human resources management system design and implementation. The specific human resources management system can be divided into the personnel management, recruitment management, salary management, training management, attendance management and system management, and the system architecture solution is further be put forward.Along with the computer technology rapid development, the information technology comprehensively seeps to human society’s each aspect, the information turns into the major tendency which develops for the world economics and the society. Enterprise’s management is from as artificially as automation, intellectualization and effectiveness. The computer in the business management the application popularization uses the computer realization enterprise customer imperative the management also.
