Based on a macroscopic analysis of the safety management situation of Chinese military enterprises, and a combination with the safety management of LiaoYuan Radio Factory, a modern safety production theory is used in this with an aim to conduct a detailed analysis and an in-depth research of successful experience and existing problems in safety production practice. The focus is to explore the effective methods of improving the safety management level of large-scale aerospace enterprises like LiaoYuan Radio Factory.Comprehensive hazards and risks assessment are made based on Safety Evaluation Theory, Job Hazard Analysis (JHA) and Safety Failure Analysis Method in this thesis. Technical and management safety measures are put forward in allusion to high-risk operation, stamping operation and the usage of highly toxic substances in LiaoYuan Radio Factory.Relying on the Occupation Health Safety Management System (OHSAS), the thesis analyzes the problems in safety management of LiaoYuan Radio Factory, such as institution not in place, insufficient safety knowledge of employees, weak safe operation site, imperfect near-missing, and stereotype management, which are mainly attributed to defective safety management system and lack of safety awareness of the top management.In order to realize the changing from an aerospace major power to an aerospace great power, enhance competitiveness in the international market and improve the safety management level of enterprises, the thesis puts forward the five following improvement measures related to safety management of LiaoYuan Radio Factory.1. Constructing safety production standardization to strengthening the institution operability and execution;2. Promoting safety culture construction and improving employees’ level of understanding;3. Enhancing team or group safety management and regulating working site;4. Increase the rectification input; 5. Adopting advanced management tools to improve management performance.
