The security risk of information system almost appears with the birth of the computer technology. Information technology has permeated our lives, job, economy and even national military field by far. But when it does happen, the safety risk accident could lead to economic and social chaos and bring huge economic losses and even threatens the safety of national defense.Aiming at the existence of locomotives command system on the basis of a vast amount of references, the paper analyzes the current situation of the study of this subject and the difficulties encountered in the process of risk assessment of information system at home and abroad. Use Delphi method to establish the security risk evaluation index system of command system; compare the three kinds of evaluation methods; select the fuzzy comprehensive evaluation method as the basic method of risk evaluation; establish risk evaluation model and use advanced computer technology combined the relevant design information of risk evaluation model to build up a security risk assessment system. Finally command system during the construction for safety production is analyzed. In view of the risk source, reasonable control strategy is put forward. To sum up, the main research content of this paper is as follows:(1) The security risk of information system at present situation is discussed and the development trend at home and abroad and the significance of security risk assessment of information system is expounded;(2) The risk factors of the command information system of production and safety in the implementation stage are analyzed. The evaluation index system according to the principles of establishing the evaluation index is established;(3) The three methods of risk evaluation and their merits and demerits are compared and analyzed. In view of the command information system of safety and production, the theory of fuzzy comprehensive evaluation method is elected as a tool, Finally the risk evaluation model of command information system of safety and production is set up;(4) The risk evaluation system is decomposed into each module according to the function and the function of subsidiary module is analyzed and then the corresponding data tables are designed. Finally each module is designed and integrated;(5) Locomotives command system during the implementation is researched and analyzed. The development of risk assessment system is validated. In view of the risk source, the corresponding risk management is put forward.
