With the continuous reform and development in the era of network information,the development of the communications industry has become an important driving force for the steady and rapid growth of the national economy,and has become a basic and leading industry of the national economy.Communication enterprises are generally not classified as high-risk industries for safety production,but there are high-risk links.Road traffic,electric shock,falling from heights,fire,poisoning,and special operations safety accidents occur frequently.Communication enterprises urgently need to establish a scientific,standardized,and efficient double prevention mechanism to improve the ability to guarantee production safety.This paper studies the construction of the double prevention system for the safe production of communication enterprises and its key supporting technical methods.Firstly,based on the basic theory of dual prevention system and system modeling theory,this paper uses Hall's three-dimensional structure to build a double prevention system model of enterprise risk grading management and potential hazards identification and control based on risk supervision,so as to design a scientific,efficient and standardized enterprise The double prevention mechanism model of safety risk grading management and potential hazards identification and control includes system model,construction process and technical methods.Then,for the dual prevention technology method system of safety production of communication enterprises,the research on risk identification technology,accident risk classification evaluation method and classification prevention and control method is carried out.Through the research of safety risk identification method,risk classification method and risk identification unit division,comprehensive identification of safety risks of communication enterprises is realized.For typical accidents of communication enterprises,including computer room fire accidents,high-altitude fall accidents,limited space accidents,electric shock accidents,trafficaccidents To conduct research on selection of evaluation indexes,determination of evaluation index weights,design of evaluation index grading assignment standards and other studies to determine the actual risk level of accidents.Based on the study of the principle of risk grading prevention and control matching,design and implement strategies and measures for risk grading management and control at various levels of communication companies to achieve Reasonable and acceptable risk prevention and control.Finally,taking the M communication enterprise as an example research object,the communication enterprise risk identification and analysis technology and typical accident risk grading evaluation method are applied to the M enterprise safety production practice to verify the scientificity and practicability of the method.Use the communication enterprise risk identification and analysis technology to comprehensively identify the risk factors of the M company during the whole production process to form the basic database of the M company risk factors.Use the communication company risk classification evaluation method,combined with the evaluation index data collected on the site of the M company,to Take the risk of falling accidents at high places in maintenance operations as an example to calculate the accident risk value under specific conditions.
