With the rapid development of telecommunications industry in our country, especially the fast construction and put into operation of the3G network, as well as the operation of the4G network, it has lead to a large increasing scale of mobile communication network in China so in order to ensure the communication quality, there is a need for keep a good maintenance of communication networks to ensure that the equipment can continue stable and reliable operation in the base station. The traditional way of maintenance need a lot of personnel to unattended the base station, it’s not only artificial cost is high, but also the efficiency is low. therefore it is badly in need of a set of software system which can remote real-time monitoring the state of each device in the base station, and can carry on the scientific record the cause of the accident and the analysis of management functions, as a result, Communication Power Supply and Environment Centralized Monitoring System arises at the historic moment.The paper analyzes the system’s research background and research status at home and abroad at first, and then according to the actual needs of users, combined with the network mode and design principles of the monitoring system, design the system’s overall design scheme. Based on it, this paper introduces the architecture of the monitoring unit and collect and process and transport the real-time data, after the analysis of the various intelligent device communication protocol, then designed a set of protocol which unified monitoring center and the monitoring unit of communication, and then introduce the design of monitoring center software and the realization of various functions in details. Finally, it tests the function of the system, the result achieved the expect results and met the basic need of monitoring.The monitoring and control system based on computer technology, network technology, WEB GIS technology and database technology, using Microsoft Visual Studio2010as the development environment, Microsoft SQL Server2008as the database system, the system uses C/S (Client/Server)+B/S (Browser/Server) structure as the development pattern, using the C/S structure to realize the collection of real-time data and then transmission and processing, using B/S structure to provide customers with the operation interface of remote monitor and control, realizes the display of data and interaction with the users, using AJAX (Asynchronous JavaScript and XML) technology to update the real-time monitoring information and alarm information, combining WEB GIS technology to realize display and manages all the site information and alarm information in image and intuitive way of the map. The system which has the characteristics of friendly interface and the function of comprehensive, can not only reduce the workload of management and troubleshooting, but also improve the stability of equipment operation.
