Mobile communication base station which is a wireless functionality module of mobile communication system to provide a mobile terminal system interface is an important part of the communication system. With the rapid development of mobile networks, especially the 3G mobile communication network, the number of base stations has grown substantially. Meanwhile, mobile base stations of China are distributing, in harsh environments and the power of them is unstable. In order to meet development of the mobile communications and the need for the information society, real-time monitor the environment and power of station is particularly important. Field supervision unit, supervision center and communication system are three major components of supervisory system of power environment. The communication system as a subsystem of supervisory system transfers monitoring data from the field supervision unit to the supervision center and the monitor commands from the supervision center to the field supervision unit. This is the key to the normal operation of the monitoring systems. But the traditional base station monitoring communication system due to the target user single and adopting old technology has not well meet the current needs.According to the deficiency of the traditional communication network, for the new user, using more advanced technology, the paper designed a new base station monitoring communication system. First of all, it is different from the traditional one which use 2M dedicated line to network, based on the 3g to network. It greatly reduce the costs of communication network construction. Secondly this paper divides data into fast and slow data. The fast data is alarm information which needs real-time upload. The rest is the slow data. When the supervision center ask the field supervision unit,the latter one upload the latest monitoring results. This design reduces the amount of communication data and the load of servers in supervision center. The traditional communication system will transmit data which is encapsulated in a data frame defined by constitutors and it sends data frame by socket. This paper use the Web Service technology to transfer data in a datagram encapsulated in the XML format. The Web Service architecture improve the encapsulation, the fault tolerance and developers’ productivity. Because of XML datagram, data transfer can be more explanatory, and communication system can also be flexible to deal with extensions. The communication system does not consider the network security. This paper adopt the L2TP/IPSec VPN to authenticate status on the both ends of the communications, to encrypt transmit data, and to verify the integrity of data transmission. Finally, to the stable operation of the communication system and easily to upgrade, this paper designed an automatically reconnect module and an automatically upgrade module.In this paper, Raspberry Pi is adopted to be the core computing module of the field monitoring unit. Openswans and xl2 tpds are configured to be L2TP/IPSec VPN clients and servers. The paper programs WebService interfaces programs. Finally the paper achieved the new communication system and experimental results show that the new communication system can be economically stably and safely satisfy the requirements of Base station power and environment Monitoring.
