In this paper, in connection with the existing problems in mobile USMS system and the technical requirements of the new standards in accordance with the relevant national standards and industry standards, with the goal of China Tower Corp in monitoring system construction, technical requirements for base station smart move loop monitoring unit(FSU) were proposed, it can provide the technical basis for the construction of base moving loop monitoring system of China Tower Corp. The design of architecture for mobile dynamic environment monitoring system in the system are given under the new standard.Based on demand for mobile base station power and environment management of user, Monitoring system has perfect monitoring and control function in the different area of the base station power environment. Including power system of computer room(including power distribution cabinet, UPS, etc.), environmental systems(computer room dedicated precision air conditioning, water leakage detection, temperature and humidity monitoring, fire monitoring, etc.), security systems(access control management, image monitoring, etc.) This monitoring system is mainly in order to realize the unification of the base station equipment monitoring intelligent real-time warning and real-time event records, to relieve the burden of base station maintenance personnel, so as to realize the scientific management of the base station.DEMS system if mainly for dynamic monitoring generating unit fuel consumption, battery, power distribution cabinet total demand for and environmental and monitoring air conditioner, base area of temperature,humidity and leakage alarm.The system has completed the requirements analysis of the front-end acquisition management,data processing center, power monitoring and environmental monitoring module. At the same time, the power environment monitoring module, data analysis, rights management and other functions were designed and implemented. Thus, we can achieve real-time monitoring for a plurality of base stations, detect the fault of power and environment monitoring platform system and issue a warning. The alarm information itself and the analysis of alarm information are displayed in the graphics and table. The database includes conceptual design, through the respective entity, and analysis of the relationships between entities and entities, to obtain the relevant E-R diagram of the monitoring system, and based on this will be specifically designed for each table.After a great deal of research and testing, the mobile dynamic environment monitoring system has been put into trial operation. The former system has high sampling frequency in data collection, after improvement, the system does not return information until warnings show. Thus reduces the amount collected and improve the efficiency of the system. Fault alarm is divided into multiple alarms in different environment, the alarm level can be set dynamically, and the alarm information are analyzed flexible, realize the alarm real-time check, confirm and shielding, to reduce the frequency of alarm, improve the performance of the system..
