In early2010, Premier Wen Jiabao in his government work report mentioned that"should strive to foster strategic emerging industries, tri-networks integration to achievesubstantive progress". Tri-networks integration becomes to the latest direction in thebroadcasting industry. SCTV in the tri-networks integration opportunity, need toenhance their competitiveness, integration of telecommunications networks, cable TVnetworks and the Internet three programs, to achieve three standardized managementprogram content, create content sharing mechanism, take the responsibility of creatingSichuan Internet Media Centrer.Currently, there are many issues in programming. First, even in the samedepartment, the standardization programming processes are not the same between thedifferent programs, this makes that a good review process experience has not beenshared with the promotion; program quality is irregularity, the quality dependent on thelevel of producer. The second program resources between different departments sharinglevel is not high, the various means of communication under the audio and videoencoding inconsistent, causing the program resource sharing deal with the problembefore. Thirdly, as the Sichuan region’s largest media organizations, did not play aleading role, did not provide an open platform to build the largest program in Sichuanrepository.Based on these current problems, according to the SCTV’s business status anddevelopment plan, project will work to create a new media video and audio productionand management platform which can collect all kinds of media resources. At the sametime, platform will be based on open WEB architecture, bringing media resources fromvarious types of terminals, and be able to base on an automated video cloud computingarchitecture, realization a fast, efficient and intelligent production technology processes.Base on the resource management platform, SCTV can be effective management, andoffers a variety publish their ability to support, while meeting the video and audiocontent requirements of websites, mobile and IPTV and OTT services.Through the analysis and research of SCTV’s current business process, projectdesign the system workflow of collecting, editing, releasing. Through the introductionof the workflow, project implements program production process of standardization and sharing mechanism. Through third-party professional video processing softwarein-depth study was designed based on the XML file processing results between differentsoftware sharing mechanism. At finally, project finished the design and implementationof SCTV new media production and management system.Paper, based on the design and implementation of SCTV new media production andmanagement system, combined with software development processes, introduced theJ2EE technologies, SOA architecture, Web2.0technologies in detail, and still make adetailed introudction of the system requirements analysis, system design, systemimplementation and system testing, and finally do summarization of the project.
