With the development of national economy, the unprecedented development of domestic electricity industry has led to the rapid growth demand for electric power resources. In order to improve the reliability and economic benefits, we should gradually carry out condition-based maintenance by use of the important means---the enhanced management of information technology.After many years of information technology in construction, some of the production, marketing or integrated management systems were applied by many electrical supply enterprises, such as some Rural Power Management departments and their branches, transformer substations, and power supplies. These systems not only in the rural network management have played an important role, but also provided valuable experience and data base for the centralized management system in the construction of rural power. However, due to historical and technological limitations, these systems are not designed according to uniform criteria; the drawbacks of the system that data cannot be exchanged and shared between systems are increasingly prominent. In addition, the new demands of Rural Power Management business development brought about the changes, therefore these systems cannot fully meet the demands of the actual management of the workplaces. With the rapid technological development of the network construction and the software development environment, power supply enterprises urgently need a set of uniform standards that are in accord with the designs, process-based management, advanced and practical rural power management system.J2EE provides an enterprise-class computing model and the operating environment for the applications of the development and deployment of multi-tier architecture. By providing various services to enterprises, J2EE makes the multi-tier applications that were deployed on its platform achieve high availability, security, scalability, and reliability.This thesis analyzes the needs of the rural power management business, through it, we can understand the system's users and the functions that Systems need to be implement and also design and develop a set of B / S model which is based on J2EE Customer Service System. Through the application of workflow technology of the defect management, the work order management, the production planning and other business, we will change the deficiencies in management of the power supply production managements in the past, the maintenance process managements, the project managements, the planning managements and other managements after the accounting managements. This system realizes the closed-loop network management with whole process, cross-boundary, cross-sector and real-timed, reducing the intermediate links of internal information between exchange and communication, and accelerates the speed of information transmission sector. Hence, we will further enhance the standards of power supply enterprises secure production and management, and also achieve management information and modernization.
