In order to improve the enterprise human resources work efficiency andmanagement level, and make the labor department and the enterprise to achieve the goalof consistent,human resource management system make plan and design of all aspectsand implementation for work of HR management with database technology. This topiccomes from pu yang branch of china life, the human resource management system isdesigned for the insurance industry specially.Thesis introduces the related theory of performance management firstly, whichinclude the meaning, content and purpose of performance management, the operationprocedure and frame, and the relationship between performance management andhuman resource management. Performance management is at the heart of humanresources management, the paper constructs the performance management system fromseveral aspects, such as performance plan, performance assessment, performancefeedback and performance management. As the key link of performance management,performance appraisal has a significant impact on performance management, whether itis carried successfully. By comparing various commonly used performance appraisalmethods, the balanced scorecard method is chose by thesis as performance appraisalmethod ultimately. Thesis carries on the overall system design from the system structure,the overall function description and technical route selection, carries on the detail designfrom organization design、post management、staff files management、staff recruitment、training、 performance management and salary management seven modules, anddescribes the system implementation finally, which include the design, development,and implementation process for the whole system. The system makes the detaileddesign for maintenance work, which is convenient for the user to add, change, andbackup, recovery and other operations.The human resource management system design follows the basic designprinciples and concepts of software development in thesis, it has organization andmaintenance、personnel information management achieved as well as internal andexternal recruitment mode, meanwhile, it fulfills systematic performance managementwhich include assessment methods, process and result feedback, and salary batchprocessing and comprehensive maintenance for system. In the end, it accomplish complete storage、 accurate query and statistical analysis for human resourcesmanagement information. The feasibility of system operation, combined with detailedhuman resource information, provide important support for managers to grasp enterpriseinformation comprehensively and make important decisions.
