Performance management is an important measure which can improve the combat effectiveness of the team and give full play to subjective initiative. The electric enterprise performance the management measures can enhance the management level of enterprises, bring considerable economic benefits and help companies achieve the strategic goals. It has designed a performance management system which has worked more perfectly. The system adopts 360 degree performance appraisal method which can realize the full range of assessment teams and individuals, and can ensure objectivity and impartiality of the examination. It is based on the B/S structure mode that can be more convenient for system deployment and users to use. It uses efficient and safe database system can effectively guarantee the security of system data.It introduces the related concepts of performance management and performance management purposes, and compares the performance appraisal and performance management.It contrasts analysis the four kinds of main modes of performance management, focuses on the analysis of the balanced score card performance appraisal model and 360 degree performance appraisal model. Through the comparison of the advantages and disadvantages, to determine the 360 degree performance appraisal model. It designs the performance management of electric power enterprises, the process of enterprise strategic target decomposition and PDCA cycle process. Secondly, it analyzes the related technologies involved in the design of performance management system. It focuses on the design of the database management system, hierarchical architecture design and structure design based on B/S model. It selected SQL Server2008 as the database management system of the system by comparing the advantages and disadvantages of different database management system. It selected B/S structure as the structure mode of the system by comparing the advantages and disadvantages of B/S structure and C/S structure. It focuses on the analysis of system design and implementation of the content. Based on the performance management system of municipal power companies in the demand analysis, it determines the overall demand and design principle of the system.It designs the system of organization system, index system, evaluation system, evaluation system and security system. It introduces in detail the implementation of department assessment implementation and staff assessment, the related flow chart of the program design are given.
