After the new economy, human resources have become important strategic resources. Effective performance evaluation, each controller can not only determine the contributions and shortcomings of the unit, but also a whole line of decisions on the organization to provide assessment information, which in turn provide a strong basis to improve performance management.Since the 90s of this century, with the network development, C/S network architecture of human resource management system has been fully applied, the enterprise human resources management system requirements have not limited access to information, updates and maintenance, It means relying on a variety of models and management optimization, strategic analysis, decision-making. However, the structure and composition of various enterprises quite different, the use of generic software system to accomplish these goals is difficult.This thesis focuses on the Guizhou branch of ATC controller performance appraisal system was designed with software. According to the evaluation of indicators for performance appraisal form factor developed on the controller performance appraisal system has been operational requirements, system requirements analysis to determine the database queries, calculations, data management, maintenance and other major modules, and the system is tested.
