Because of the geographical environment and natural climate conditions, Shandong Province is in serious shortage of water resources.So called "One decades, nine drought" is the basic provincial conditions in Shandong Province. Drought disasters always affect the development of agriculture in Shandong Province. With the continuous development of economic and society, the demand of water resources in various sectors is growing, water shortages have become increasingly prominent, and the effects of drought is gradually expand to other areas with spread of industries. In order to enhance water resources utilization efficiency and reduce losses caused by drought, combined with the drought-resistant tasks in Shandong Province, it is neccessory to develop, construct Shandong Province Drought-resistant Information Management System, in order to Scientificly resistant drought, improve the levele of drought-resistant management.Shandong Province Drought-resistant Information Management System synchronize and manage the information of of rainfall, soil moisture and groundwater data, then provides adequate basic data for drought resistance management. It implements the query and maintenance of basic information, the statistical analysis of real-time data, and the prediction of future drought. Through lively, intuitive way to provide users with information inquiries, graphical display, output and analysis of decision-making Report Service will be a full range of modern technology into the work, and improve information processing capabilities, and enhance analysis and forecasting capabilities, improve service levels and quality. Drought in Shandong Province, through the information management system that can happen in real-time surveillance of the province's drought, development and evolution, analysis of drought-hit areas have been affected and the degree of master drought dynamics, forecast the development trend of the next drought. in order to provide decision-making at all levels of drought timely and accurate information on the activities of the drought and drought, leading the development of science, correct and drought, drought mitigation and provide a reliable basis for decision-making, but also for all levels of drought interaction between the business department to provide a platform.This system is based on 1:25 million digital maps, through the establishment of a comprehensive database of the basic structure of drought, combined with the province's reservoirs and sluices on the basis of information through the network environment the way WebGIS inquiries, achieve the basic drought in Shandong Province situation, real-time rainfull weather information, soil moisture content information, such as inquiry and assessment of drought information document.
