Computers have permeated through all fields of human society. The extensive use of computer technology brings great changes to meteorological forecast and its service approaches. In recent years, the weather forecast operation has achieved rapid and substantive progress, and the numerical analysis of forecast products, meteorological satellites, weather radar materials have substantially contributed to some changes in forecast modes. Therefore, to find a way to combine the meteorological operation with computer technology will bring great convenience to the forecast and its services.After studying the short-term weather forecast approaches, medium range forecast modes and short time forecast approaches and analyzing each forecast period and the forecast approaches, the author obtains a thorough knowledge of the drought and water-logging climate variation of Qiqihar City. This article aims to summarize the outbreak regularity of drought and water-logging disasters and to find out the forecast approaches. In programming, the updated object-oriented idea should be employed, with Microsoft. Net as the development environment, and the relevant technologies such as C#, XML, ADO.NET, SQL-Server 2000 data bank, and the API plug-ins of Windows and Treeview and the services principle to develop the soft wares. To achieve this goal, the subsystems such as basic factors that influence the drought and water-logging conditions in Qiqihar City, the real-time data processing system, data backup system, short-time early-warning system and data transmitting system, should be set up so as to ultimately establish a decision-making system of comprehensive analysis and utilization. The real-time data processing subsystem mainly forecasts the short-term weather conditions and reveals them at real time. And it also includes radar analysis, weather analysis, cloud atlas analysis and the reveal and transmission of the automatic station data. The early-warning system would release the early-warning of drought and water-logging based on the degree of the disasters through telephones and the computer network.This research project, for the first time, integrates the software development and the drought and water-logging forecast of Qiqihar City, ranging from its climate to its short-time weather forecast. The proper combination of computer technology and the execution, service and release of the forecast is the sound integration of historical data inquiry and the real-time backup and transmission. The meteorologists should attach great importance to the principle that theory should be combined with practice, and study and develop the systems practically. The establishment of the system will play a fairly good role in the drought fighting and flood prevention in Qiqihar City.
