Huaihe River Basin located in the eastern part of our country, between the Yangtze and Yellow River basin, suffered from Large-scale droughts and floods frequently which posing a serious threat to agricultural production, human security and health, sustainable industrial and urban development. Although there are many national meteorological service systems, they are limited by decentralized confusion situation; no ability to share information; need of image data converting and processing software, databases, and other auxiliary systems support; as well as huge human, material and financial resources consummation of constantly update, integration, improvement.Huaihe River flood Control and Drought meteorological support system, is a professional application system, provide an interface for the service subsystem and achieve the integration of related businesses subsystems in a unified integrated data environment. Ensure that data is exchanged between the various subsystems structured, efficient, complete and maximize the elimination of redundant and inconsistent. Meanwhile this system also addresses the issues of current similar products in use such as the single operating mode, poor scalability.The system uses C/S, B/S hybrid architecture to develop, except for publishing and sharing subsystem, other subsystems uses C/S structure, operated at LAN of all levels Meteorological Bureau, mainly based on desktop system GIS, using C# language to develop; publishing and sharing subsystem uses B/S structure, based on WebGIS framework.The system includes three parts:a comprehensive information database, monitoring and warning systems, and business forecasting and early warning weather service integrated business platform. Comprehensive information database, through data collection, data format conversion, quality control and data storage conversion process, summarize ground observations, hydrology, radar, satellite and other mass data to the database for real-time monitoring and early warning; Monitoring and warning system with live information, numerical prediction, forecast guidance, combined with satellite imagery and radar data, using methods such as quantitative precipitation forecast rainfall production basins, make a prediction and forecast for its development trend, combined with the Federation providers and information exchange mechanisms between the various departments at all levels to improve the forecast accuracy of prediction, produce and distribute targeted professional services and products, scientifically formulated program to deal with, schedule flood control and drought, and to provide meteorological decision support, providing timely and effective services for the government, the public and the related high-impact industries, to minimize losses caused by disasters; flood Control and Drought meteorological monitoring and early warning service platform, improve the current chaotic status of flood control and drought meteorological service platform to achieve Watershed flood Control and Drought level meteorological service products production, decision making, distribution and other functions.
