Located in Sanjiang Plain, Heilongjiang province is rich in black soil and river banks. Its unique natural resource brings superiority as well as complexity that constitutes it a flood-prone region. Hegang, in the north of Heilongjiang province, is a important port city. 243 km boundary line with Russia is under Hegang's jurisdiction, in which 23 small reservoirs are included. As most parts of Hegang are below water level, and many mountains and forests, it mainly relies on dikes, reservoirs, flood protection and control projects such as regulation and storage.Flooding prevention department is facing great difficulties with strong presence and high risk, because of the abruptness nature of flooding, which no trace can be found in history, the complexity of relevant environment as well as severe damage it caused. The success of disaster relief lies in the correct and timely guidance under Flood Control and Drought Relief Headquarters, otherwise, it would directly impact national economic growth and endanger peoples'life and property.Flood Control and Drought Relief Headquarters should coordinate among different departments and share resources with them. But the fact is that, after years of construction, each department related has its own office systems and information systems, different hardware and software, old or new. As the they usually have their own branches, therefore most of the resources are not fully utilized. The Daily Flooding Prevention Office is informed mostly by labor and paper instruments, making information appear non-consistent. When conducting flood control, each department is coordinated under headquarter and provide collect information for reference. It is time-consuming for different department in collecting and analyzing information. During flood control and drought relief period, every second counts, so that the headquarter make decision only in accordance with the original data, the flood control plan and their own experience.Therefore, it is pressing for Flood Control and Drought Relief Headquarters to develop a supporting system that provides them with various disaster relevant information and optional plans with its damages and merits available. Such a decision supporting systems will use the software and hardware system and database from all related departments, in which the variance among much be addressed.According to the command of demand,Auxiliary system constructing still need two premise and a request: The first Can't weaken the original system function or reduce the original system work efficiency;the second each unit provides information resources must obtain overall management. On the basis of the prerequisite according to different requirements can be also parameters of the various solutions evolution and further information lineated narrationThe system will each unit of soft and hard, database system resources all extracted, and separated according to the logic functions; We put these resources or module defined as subsystem or subsystems function module in system, and redeveloping decision aid system interface, and each subsystem, module according to need to add in the new system interface inside, according to function and not to repeat the principle will subsystems function layout and tidy.In this paper a flood control and drought resistance system is designed and partial functions and modules are implemented. The overall design by integrating various flood control headquarters each member unit can provide the resources system as the main work and effectively solved scattered old hardware systems, software function module, various database in flood control and drought decision aid system of resource utilization problems, and each system belong to different resource coordinative and sharing problem.This paper in solving the flood control and drought relief headquarters decision aid system how to improve the process of resources utilization, and other industries have mature technology application in the system. We also detailedly designed a comprehensive database and intelligent analysis subsystem for data training modules, to judge the control and temporary data model space. Gradually the practice back propagation network model in the application of rainfall incoming module, and used Open Database Connectivity as much more interconnected database libraries and tuner database interfaces, and solve open database interconnection need to add driver problems.
