Drought Relief Assistant Decision System is the professional application that is developed through the integration of drought Technology, Geographical Information System, Network Technology, Database Technology and Orient Object Program Technology and so on. It is the organic component of Water Resources Information system. It provides scientific reference and assists Drought Department to make decision by drought tendency simulation, drought loss estimation and drought relief and so on .While Drought Relief Assistant Decision System is still the weak link in the building of water resources Information System in our country. Combining with the Water resources Database Project of Northwest region , Water resources GIS Project of huh. region , the author used the newest technology GeoMedia Professional, the secondary programming tools Geomedia , the method oriented object and developed c/s-based drought relief assistant decision GIS system.This paper briefly introduced the situation of physical geography ,economy and environment, and the influence of drought for pastoral area .The Drought Relief Assistant Decision system developing background , theory foundation latest development in the world; Put emphasis on the realization of the several key models such as drought region selection ,drought tendency simulation ,drought loss estimation and the drought relief; Analysis the key application technique of GIS spatial database management and graphical user interface in the process of building the system ; To test the validity of Assistant decision system., take the area of SiZiWang Countyjnner Mongolia as an example .In the end pointed out that drought assistant decision system would play more and more important role in the work of drought fight, informing reference for economic development and environment build.
