Based on the analysis of the current situation of the development of the domestic and foreign drought monitoring, using the network communication technology, computer technology, sensor technology, GIS technology and database technology to design the Shandong province drought information management system, and has carried on the test of the system, to achieve the desired results, the main research work and results are as follows:1, combined with the actual situation in Shandong Province, further defined the system development overall mentality and the technical route, design and development of the Shandong province drought information management system, to provide technical support for the development of drought monitoring system after the other regions.2, introduces the related knowledge of WebGIS, B/S, database, MapXtreme, development of drought monitoring Web management system using these technologies, the realization of network office management decision-making departments, the application of the GIS technology in the system, realize the integration of GIS technology and system.3, each part of the Shandong province drought information management system structure, function, principle of the whole system is simply described; using SQL Server 2008 as the database, according to the three paradigm for the design of drought information management system database.4, the use of GIS technology to analyze the data acquisition system, obtains the soil moisture distribution in the whole study area; the establishment of soil moisture prediction model, which provides support for soil moisture prediction in a short time.
