As the developing of sociol-polity and economic, the work goals and values of the people have undergone important changes. These bring new demands and new problems to the department of personnel management and management personnel, as for the electricity sector, it is particularly important how to carry out the management of human resources efficiently. Combined with the actual situation of the Power Supply Bureau of Dongguan City, Guangdong Province, research and development the Human Resources Management System of the Power Supply Bureau of Dongguan City. Therefore, the choosing of the thesis’topics and research has important practical application value to promote the building of e-government and to improve human resources development and management efficiency, and to enhance the level of government management.This paper make a detailed analysis and design with the use of object-oriented technology, UML, database technology, personnel management information system based on the collection and analysis of the personnel management needs of the Power Supply Bureau of Dongguan City, Guangdong Province. It designs module of the system of personnel files, personnel changes module, training information module, rewards and punishments module, job classification, the system management function module; achieves a certain versatility, operator interface simple personnel management system.Following the works what I completed in the design and development process:1) First of all, make a more detailed data collection, collation, generalization and learning of the involved theoretical and technical issues, such as human resources, personnel management, UML and so on;2) Collect and collate the needs of Dongguan Power Supply Bureau Personnel Management System through a variety of ways such as visits and exchanges;3) On this basis, analysis and design of the system architecture, functional modules, process flow, database table in accordance with the method of software engineering and process;...
