Severe constraint was brought with time consumption. With companies sizes climbed up, information of people become much more than before, hence the requirement for public information of people by government raised as well. To establish an effective service management information system of people which based on Web to satisfy the information requirement of job-hunter, recruitment companies and each government bureau become a necessary choice for future.The article introduces the design and implementation of a service management platform of people corresponding to requirement of public service and management. First a systematic analysis of requirement on service management platform is conducted by adopting prototype methodology, model is set up for system recruitment management; then overall engineering of platform is provided separately from system network structure, application framework, function framework and security structure, in which function framework engineering process is described in detail. At last a real result of the service management system is described by illustrating of recruitment management sub-system, for the purposes of private user, company user and service center user individually.The service management platform of people has already been in operation, which benefit relevant government bureau from various people information and support various business disposal and company query strategy, while working intensity has been decreased and efficiency has been increased.
