With the rapid development of the information technology, advanced equipment and efficient information processing tools should be used in the management and examination of the military professional and technical cadres. This will lead to the management automation and maximize the initiative of every professional and technical personnel, which could be the general guiding principle for the design of human resources information management system for military professional and technical cadres. To assess the ability and quality of the military professional and technical cadres is a pivotal content of "talent management, talent utilization for the heads of agencies, which is closely related to the overall development of the military personnel training and military information construction.Based on the theory of human resource management, in this study we analyzed the feasibility of human resource information management of military professional and technical cadres. On the basis of morality, ability, diligence, achievements and physical capacity, the various ability evaluation indicators for the professional and technical cadres at the present stage were studied and discussed from such three aspects as evaluation of basic organizations, assessment of higher authorities and onsite reply and democratic evaluation. We built a mathematical model based on analytic hierarchy process (AHP), and performed expert assessment of weight coefficient of index in ability and quality of professional and technical cadres using Delphi method. The assessment scores were then used as weight coefficients of the analytic hierarchy process. The connotation of the indicators was solved through quantitative scoring algorithm.This research is based on the deep analysis of the military human resources building theory and evaluation index system, raises a system framework solution using combined Browser/Server and Client/Server structure on the Windows2010Server platform, designs the functional structure, network structure and database structure, and analyzes the design, development and realization of Web application framework based on J2EE platform and MVC design pattern.The innovations of this study:(1) Establish an evaluation index system of ability and quality for military professional and technical cadres for the first time. This system is a hierarchical structure model, covering a number of indicators such as morality, ability, diligence, achievements and physical capacity, which ensure the systematic and scientific capacity assessment.(2) Using the essential and open technical standards and design patterns, and also the MVC pattern in J2EE platform, this system has the features of human resources management of military professional and technical cadres, information collection of ability and quality assessment, data analysis and report generation, which will improve the development efficiency of the evaluation system and realize the comprehensive quality assessment of the professional and technical cadres.(3) The judge factor of Delphi method was involved to optimize the analytic hierarchy process. The weight values of evaluation indicators at various levels were determined, and an algorithm for consistency checking is established to ensure that the results of the assessment are objective and fair. In addition, an assistant decision system for comprehensive quality assessment of the professional and technical cadres will be realized.
