Informationization, as the most advanced productive force, is greatly promoting the traditional industrial society to a modern information society. E-government, as one of the most important research fields in the informatizationalized construction, is attracting more and more attention from governments and enterprises.The researches from multiple directions at home and abroad have been launched on e-Government,as a result, technologies of the related fields are very mature and stable. In the context of the above, the construction of integrated e-government platform and decision-making system(based on the platform) is proposed by some research institute, to enhance the professional abilities of the research institute, to accelerate the organization building of the research institute, improve the way of the cadre and personnel management, and the ability of external services.The thesis briefs the research status at home and abroad of the e-government and mining algorithm, puts forward the goal of the e-government platform and decision-making system on the basis of the requirement analysis, and details functional analysis and non-functional analysis. The thesis focuses on the design and implementation of the platform,the improvement on decision tree algorithms and the developed algorithms' application in decision-making system, including the overall design of the platform, the design of the technical framework, the design of database, the design and implementation of the main function modules and the development and application of the new decision tree algorithm based on the C4.5 decision tree algorithm.The thesis' s main work is as follow:(1)The requirement analysis of the platform and decision-making system. Firstly, detail on the three major modules' requirement analysis, and secondly, detail on non-functional requirement analysis on the interfaces, content and business requirement of the platform.(2) Design and implementation of e-government platform, including system overall design, database design, the design and implementation of the functional modules.(3) The development on the C4.5 decision tree algorithm and the new algorithm's application in the decision-making system in human resources. Focus on ID3, C4.5 decision tree algorithms related to the data modeling, improvement on the C4.5 algorithm based on data characteristic of the human resource management, and verify experimentally the effectiveness of the new algorithm. And then apply the new algorithm in the decision-making system, datail on the main step of the system, and make a brief description of the implementation of the decision-making system.The thesis studies and implements the integrated e-government platform and decision-making system, which is comprehensive in functions,safe highly, quick and efficient in processing business, high degree of integration of resources, humanistic in services, and can effectively improve the efficiency and quality of management and service of the Research Institute.
