The library of a primary or secondary school is an important part of the school. With thecontinuous development of quality-oriented education, the primary and secondary schoollibraries, as the center of collecting, reorganizing, spreading and utilizing informationresources of the school, will undoubtedly become the base for teachers and students to carryout activities of teaching, learning and researching. Consequently, the quality of primary andsecondary school libraries will have a great impact on the quality of education and teaching inprimary and secondary school.With the research object of libraries in primary and secondary school in Yantai, thispaper has investigated the current situation of primary and secondary school libraries, usingthe method of questionnaire survey, literature survey and field survey and other researchmethods, with the research tool of self-composed questionnaires “Survey of Primary andSecondary School Library Construction (teacher roll)” and “Survey of Primary and SecondarySchool Library Construction (student roll)”. The questionnaires cover questions on the sevenaspects of basic status of the school, data on the faculty,the reserved books, the hardware,digitization, management and readers service, to obtain comprehensive information about thecurrent situation of the construction of primary and secondary libraries in Yantai. Throughprocessing, organizing and analyzing the data collected with the questionnaires, this study hasfound the problems existing in primary and secondary school libraries in aspects like overallconstruction, information resources construction, hardware construction, faculty construction,service construction and informatization construction. The paper has analyzed the factorsrestricting the construction of primary and secondary school libraries from four aspects ofconstruction fund, the value orientation of the managers on the library, the low utilization rateof the library and the quality of librarians. These factors, have affected the development of thelibrary in primary and secondary schools.In order to promote the healthy development of primary and secondary school library,this article elaborates the strategy of library construction in primary and secondary schoolsfrom two angles of macro-scope and micro-scope. First of all, from a macro point of view,this paper stresses the ideology that the leaders and the staff in charge of specific work shouldattach importance to the library work, change their service concept, and improve their service level, so as to promote the library service. Secondly, from the microscopic point of view, thispaper puts forward three strategies: first, the construction of the information resources inprimary and secondary school library should be carried out by adjusting the procurementprinciples, strengthening the Library Union and establishing characteristic collection oflibrary resources; second, as for promoting librarians quality, strict admittance system of goodstaff should be adopted, work incentives should be improved to stimulate staff’s workenthusiasm and regular professional training of staff should be held to guarantee that thelibrarians’ personal capacity can meet the requirements of the job; third, office automation inprimary and secondary school library should be developed with the introduction of modernequipment and technical conditions, in order to establish digital library.This paper, through the investigation of the current situation in primary and secondaryschool library construction of a region, found the problems existing in the construction oflibrary in primary and secondary schools and puts forward systematic, targeted strategiesthrough in-depth analysis of these problems. These strategies has a positive reference value onthe development of the library in primary and secondary schools in China, which pointed outa correct road for the development of the library in primary and secondary schools in china.
