The Primary and secondary school library(room) is an important condition for the development of education, teaching and scientific research in primary and secondary schools. It plays an important role on guarantee teaching, service teaching, improve teaching, improve students' autonomous learning ability and lifelong learning ability, and promote the professional development of teachers in primary and secondary schools.A large number of literatures about the construction, management and application of primary and secondary school library were consulted in this paper used literature research method. Questionnaire of basic situation of the construction of Library(room) in primary and middle schools(school, area,) was issued by the educational equipment and technical departments at all levels by using the questionnaire survey. A total of more than 800 questionnaires were recovered. The libraries(rooms) in 120 primary and secondary schools of 7 cities were investigated using field survey method.Some problems on standardization construction of Inner Mongolia primary and secondary school library(room)were pointed out in this paper. They are as follows: area and library room not up to standard and uneven, reading seat is not enough, facilities equipment lack; Proportion is not up to standard collection resources quantity, quality, structure, content, lack of old and new books, digital resources less;Staff shortage, degree is low, the specialization degree is not high, the lack of young cadres, work enthusiasm is not high; Managers attach importance to construction, ignore management, service and use, the library(room) open time is short, less activity, lending and reading rate is very low. This paper considers that the main reasons that lead to the above problems mainly include:One is the propaganda and implementation of national standards policy file does not reach the designated position; The second is the collection resources construction norm mechanism is not perfect; The third is the value functional positioning is not allowed, management emphasis is not enough, the function is bad;The fourth is the professional quality of the staff is low, management lags behind;The fifth utilization is low, influence the relevant departments to further investment enthusiasm. The author puts forward the countermeasures to solve these problems: The first is the overall planning, further strengthening the standardization construction work;The second is to strengthen the construction of library information resources using scientific and reasonable method;The third is to build a contingent of high-caliber primary and secondary schools library(room) the staff team;The fourth is the innovation management mode, to promote level of management of the library(room);The fifth is to change ideas, improve service levels, increase the service efficiency of primary and secondary school library(room).
