The library of primary and middle is one of the basic component of primary and secondary schools,it plays a very important role in improving students' abilities of autonomic learning and lifelong learning and boost the teachers to be more specialized and get a development in an all-around way.And it is also important to guarantee teaching,serve teaching,improve teaching.However,the overall level of work of primary and middle school in Dalian is still backward,which has a strong limitation to the development of educational work in primary and middle school.While as a children's literature resource center in Dalian,Dalian Children's Library has achieved the goal of digitization and automation based on the library cluster management system,what's more,there is a large amount of resources.In order to expand the scope of services,satisfy more reading demand of juveniles and to achieve the goal of universal and equal and complete coverage of resources,primary and middle school library has explore a new model to construct the children's library and the school's library through the whole-sharing system of children's resources of books in Dalian cooperatively.This paper mainly adopts literature research and on-the-spot investigation method,combining some theories of public management such as the theory of public goods and welfare economics and resource sharing public management theory.Otherwise this paper makes a clear cognition of basic modes of branch library construction,which is based on the analysis of the present situation and get my ideas of the whole-sharing system of resources of books in Dalian into shape.I have found some serious problems of the construction of the primary and secondary school library under the whole-sharing system: the first problem is that the level of primary and middle school library infrastructure and information is low;the second is that the administrative efficiency is low;the third is the lack of resources for the library collection;the fourth is that the total library literature resources utilization is not reasonable;the fifth is that the library service consciousness is weak.According to these problems,this paper analyzes the main causes of the problems which are complex.The reasons are from some respects,such as the insufficient financial input,the lack of organizations to coordinate and organize,the deficiency of appraisal mechanism and supervision mechanism and the shortage of librarian construction.To solve these problems,the paper has put forward the following countermeasures: firstly,it is necessary to fulfill the responsibilities of library construction at the government level,establish and perfect the corresponding laws and regulations,and increase the dedicated investment.Secondly,relevant government departments should establish the organization coordinating system.The third is that the departments should jointly optimize the management mechanism and construct the perfect supervision and assessment mechanism.Fourthly,strengthen the construction of literature resources of primary and secondary school libraries,optimize the mechanism of purchasing books,and establish the regional literature resource collection center;Finally,we need to build a team of high-quality librarians.
