Primary school libraries, as the basic condition for the school to make educationalachievements, are essential and fruitful for education. Primary school librarian levelsof construction directly affect the quality of primary school education.This paper analyzes the construction standards of the primary libraries fromnational and the provinces.Combined with the actual situation and development needs,it is the interpretation of the basic standards of primary school library building.Theauthor takes the basic elementary school library construction standards as a referenceand finds the following problems in the construction of primary schools library,through the survey of108primary schools in Hunan Province.To begin with, thepremises conditions are poor and the libraries are small.There is a serious shortage ofelectronic reading room building.The second problem is the poor quality and lessquantity of the books.Thirdly, there is a lack of library staff, what’s worse, the qualityof the library staffs is relatively low. The fourth question is backward management,and the literature information resource utilization is relatively low. Then, the articleanalyzes deeper reason of these problems.This paper presents that it is the insufficientestablishment of Library staff and the rigid system of book purchase and socially lackreading culture, fundamentally limit the construction of elementary school libraries inour province.To solve the problems above, the author proposes the following countermeasures.At first, the government should attach great importance to its duties, and increase thespecial financial investment to school libraries. The Government should clear librarystaffing and professional standards, then optimize bookstores mechanism and establishappropriate policies and regulations as a guarantee. Secondly, schools should activelyparticipate in building reading corners,sharing the library resources, optimizing thequality of books, improving the professionalism of librarians. At the same time,schools should encourage parents to participate in the management of libraries andenhance library management methods to improve efficiency in the use of books. Lastbut not least, the construction of school libraries needs the active participation of thewhole society. culture and institutions, parents and other social forces to participate inlibrary construction, cultivate reading culture.Various social forces, such as cultural institutions, parents and others, should be involved in the construction of schoollibraries, and work together to foster a reading culture.
