Today’s society is a rapidly developed one which combines economy with information technology. In order to meet the needs of social development, all the institutions of higher learning are faced with the issue of reform and development. It sets a higher and timelier demand for personnel management of all institutions of higher learning. Effective personnel management is an important foundamental work of building university faculty. So it is the developing trend of the colleges and universities to establish a modern Personnel Management Information System which contains data processing technology, network technology and information technology.According to the Personnel Office of Shandong Xinglin Technology College’s needs to strengthen personnel management information, the development condition of the Management Information System as well as the actual situation of the Personnel Department of our college, the article mainly talks about designment and development of the college’s Personnel Management Information System. The Personnel Office is a very important administrative unit in our college. The goal to develop the Personnel Management System is to achieve a unified management of human resources information. Under the premise that making full use of the interaction, simpleness and scientific visualization principles of the Management System.the designment will provide accurate, comprehensive data and timely analysis for our college Personnel Department, and improves the efficiency and quality of management of college Personnel Office. As a result, it will advance management decision-making’s effectiveness, reliability, and timely, so that the system the paper designs and develops finally improves our college’s general level of personnel management, and a better service for development of our school.Main function modules of the system include staff basic information management module, payroll module, staff attendance management module, the faculty of social security and welfare management module, contract management module, and document management module, and so on.The article makes a preliminary analysis of our college’s characteristics and the problems existing in personnel management. Relating with the actual situation the paper accomplishs the designment of the Personnel Management Information System. The system uses advanced technologies such as middleware, components and modular design, based on SQL-SERVER large databases, platforms, follow the J2EE specification, and uses the java programming language and server technology development which make use of the latest version of Windows Server network operating system, B/S structures and modular design to facilitate user login and management, which greatly improve system security and reliability.The system generally meet the requirements of the personnel management of our college. It will keep on improving with the development of computer technology and university personnel management.
