With the deepening of construction for informative and service government unceasingly, how to introduce scientific managerial ideas and methods with advanced technology of information management become main tasks to build government's personal records system of management.With the development of computer technology rapidly, the ideas of automation and paperless office have been taken deep root among the government, and also information -based has been popularized. So it must be enforced to realize government's administration by computer .The information-based works in personal administration of Dali town house have been made steady progress on the basis of requirement-oriented and rules such as'unified programming','unified standard'and'easy at the beginning and the becomes difficult'. We have been established preliminary conceive of service platform about personal management through exploring the nimble software architecture and combining with personal or profession management each other.The system have been constructed according to Dali town house's idea of personnel management service platform and concept with human resources management, by analysis of the actual demand and the use of powerful C + + as development language, SQL Server 2008 database platform and C / S structure. We have achieved data confidentiality and ease of maintenance queries via SQL Server 2008 database as the technology of database platform. The system has displayed simple, friendly, flexible, practical, safe point of view and completed the entire process of personnel management. Dali town house's personnel management system is divided into five major modules (seventeen sub-modules): personnel information management module, evaluation of incentive management module, employment and job management module, social security management module, system maintenance management module.? Practice confirms that the system can satisfy the need for personnel administration of Dali town government.
