Currently, with the irreversible wave of the knowledge economic sweeping the world, there is an amazing evolution in people’s ideology. As is known to all, knowledge is the inner power of the economic growth. It is the talents that are the decisive factor in today’s economic competition. Therefore, the unbalanced development in the HRM (Human Resources Management) in the middle schools for minority nationalities, an important part making up and promoting the education for minority nationalities, is becoming a new bright spot. So in order to promote their sustainable development, more attention is necessary and important to be paid to strengthening the HRM in these schools.This paper first has an analysis on the HRM and its background to make clear the ideas and direction, sort out its demands for these schools by the method of business process and problem analysis according to the software engineering project requirements, and design a system of the HRM based on the analysis about these demands. Then makes an analysis about the modules of the mechanism management, the personnel management, the training management, the wage management and the attendance management in this system. As the human resources management system is designed, the traditional C/S (Client/Sever) structure is used to discuss the the application of the SQL (Structured Query Language) and VB (Visual Basic) language in the human resources management system. This paper also describes the detailed implementation process of the human resources management system and develops an extensible human resources management system whose users’interaction performance is good and function is practical and which could meet people’s current needs. This system is established on the system database model based on the relational database and has been related tested as well. Finally, this paper summarizes the full text and give a discussion on the further research in this field. This study aims to provide a rapid and accurate personnel management basis and decision-making data for each managerial levels by the timely accurate reflection of the personnel of the school, the salary and so on. Meanwhile, it also aims to achieve the reduction of the cost of the human resources to improve the utilization efficiency of the human resources through the personnel development, the personnel service and the use of talents. As for the design of the system structure and users’interaction experience, there is more work having been done. The goal of this paper is to develop a system of strong development and high code reuse degree for future development and maintenance, and improve the practical applicability and usability of the system to make a good effect.
