Information service takes up a very important role in the library.It not only directly reflects the nature and tasks of the library, but also affects the quality and effectiveness of the library’s work. Information service capability has always played a central role in the library’s information service, which reflecting the overall strength and core competitiveness of a library. With the rapid development of computer technologies and network technologies, digital library has become a main form of the library’s construction and development in the21st century.Building digital library is the fundamental means for university’s information construction and bridging the digital divide, which can directly affects university’s developments. As a starting point to university digital library’s information service capability in this paper, study and explore the feasibility of strategies for evaluation of information service capability of university digital library.First of all, review the digital library’s information service capability and information service evaluation at home and abroad,found evaluation of information service capability of university digital library is still a weak link in the current study.So this study determined the focus on it.Secondly, comprehensive analysis the factors which impact the information service capability of university digital library. Introduction the foreign research and practices about evaluation of information service of digital libraries to get inspirations on the domestic evaluation study about information service capability of university digital library.Again, according to the earlier detailed theoretical analysis about information service capability of university digital library, and reference on the foreign related evaluation practices. Sum up the primary evaluation indicators of information service capability of university digital library. Questionnaires were used to consult by digital library’s experts, librarians, users about the importance of the primary indicators. Select key evaluation indicators by gray theory. Based on the selected key evaluation indicators to construction evaluation model by AHP about information service capability of university digital library.Finally, the evaluation model was used for empirical evaluation the information service capability of university digital library. Accurately locate the development of information service capability of the current university digital library. Propose targeted and workable strategies and suggestion on the current construction of information service capability of university digital library. In the meanwhile, improve the evaluation model by regression analysis according to evidences obtained from the results of the users’ investigation in the empirical process.This article is a research including theory and practice. The focus and innovation of this research is the impact factors and evaluation model of information service capacity of university digital library. With the actual situation of university digital library, analysis the information service capability and it’s components of university digital library in theory. Analysis the impact factors of information service capability of university digital library from the information resources, technical supports, librarians’quality and service modes. Establish an operable evaluation model of information service capability of university digital library by key evaluation indicators which were selected with gray statistical theory. Then provide theory and practical basis for information service capability of university digital library of China through a detailed empirical evaluation and analysis process.
