University Library Information Service Capability Evaluation System And System Implementation

University Library is the center of information and intelligence of universities and colleges, and an important academic institution that serves teaching and research for them. The level of its information service ability has direct impact on the college's level of teaching and research. Therefore, it is inevitable to construct a scientific evaluation system of library information service ability and evaluate the library information service ability in a practical, realistic and also appropriate way for the development of college and university libraries, and even that of colleges and universities themselves. Thus, how to evaluate information service ability effectively has been an extrusive problem in library evaluation. This thesis proceeded researches as follows right on this problem.To begin with, through the analysis of research status at home and abroad, the problems existing in high school library evaluation , which can be summarized into two major points, one indicating that a standardized evaluation system should be established and the other signifying the necessity of designing a suitable evaluation system, are found. In this thesis, through the introduction to the basic concept, the main content of information service evaluation is ascertained and the implementation process is identified. With strengths and weaknesses of them analyzed, and the feasibility of various kinds of evaluation methods studied, a method (the analysis hierarchy process + fuzzy comprehensive evaluation method + LibQUAL+TM ) appropriate for high school library evaluation is finally selected.Furthermore, The focus is on studying Information Service's Evaluation Indicator System at Universities and Colleges, which includes replenishing the evaluation principles, completing weighted calculation of indicators through AHP, identifying comment collection with fuzzy comprehensive evaluation method, and designing specific items with LibQUAL+TM. At the same time, applying the Object-oriented system developing concept and according to the system developing process, the evaluation system is designed. In demand analysis, the design target of the system is determined as "a evaluation system with friendly interface, simple and convenient data dealt, and a certain custom ability. The system can realize the evaluation of library information service, lighten workload, improve work efficiency, and visualize each evaluation result. It is an on-line evaluation system based on library web-site. During the database design, the system established three groups of database tables--the system main body, questionnaire items, and evaluation system. ASP.NET and Access are used to design evaluation system interface with dynamic effects in the system implementation.Finally, taking Harbin Normal University as an example, using the index system in chapter three of this paper and the system designed in chapter four as evaluation indicator and platform, according to the evaluation process, the last part of the paper evaluates the information service ability of Harbin Normal University library, analyzed the evaluation result with the system in details, finds shortcomings and puts forward six countermeasure opinions. This evaluation promoted the library information service of Harbin Normal University, and at the same time confirmed the system designed in this paper, which finishes function designs and performs satisfactorily.In a word, this on-line evaluation system which is based on web and employed the computer networking technology in the evaluation of university library Information service ability, shows questionnaire of evaluation in the form of web-page, accomplishes the weighted distribution of evaluation index by system operation. It actually achieved the qualitative and quantitative analysis of the evaluation of information service ability. And the results of system analysis provide the ground for library managers. Thus to a large extent, the system improves evaluation results, reduces evaluation costs, and promotes library information service.
