With the rapid development of performance management in tobacco industry andWeb application technology, the traditional performance evaluation management couldnot be better, more equitable supplied for enterprise leader and employees to conduct afair and equitable evaluation, so, the deficiencies are also increasingly exposed. Thissubject of the status quo against the Neijiang tobacco company’s performanceevaluation and the actual situation, combined with the tobacco company’s actualsituation in Neijiang City, analyze the current performance evaluation managementsolution, which was committed to using the new tobacco industry performancemanagement solutions and advanced web application technology, the establishment of aperfect match of the actual performance evaluation system. Fully understand the needsof the Neijiang tobacco company’s performance evaluation, this paper detailsrequirements analysis, design, implementation, testing and system maintenance of thissystem. Combined with the computer application technology of ADO.NET and SQLSERVER2005, this system was implemented under the platform of windows and dotNet.The system adopted a structured analysis and design methods, the first analysis ofthe performance evaluation of the status quo of the Neijiang City Tobacco Company,made a detailed feasibility and needs analysis of the actual situation, and gives the usera clear demand for the realization of the functional requirements of the system,combined with the current evaluation system of advanced technology and the latest webapplication technology, detailed architecture design, including the design of functionalmodules, database design and system security design was given by this paper. Sevenmodular was included in this system, they are planning and development of evaluationprograms, progress reports, counseling, evaluation programs, evaluation, programimplementation and evaluation communication and evaluation results application.Theoretical and practical value of this subject lies in the performance evaluationsystem is an important part of the human resource management, which focus on theachievement of organizational goals established to promote organizational goals to achieve the management system, including the formulation of the organizational andindividual performance plan, performance during the execution tracking, counseling,monitoring, summary of the evaluation of program development, organization andimplementation of performance appraisal, feedback and communication of evaluationresults, statistical analysis and business use of evaluation results and other aspects, thesuccessful implementation of performance management can help organizations toimprove their level and efficiency of management, not only protecting the organization’soverall performance, but also promoting the conversion of the role of human resourcesmanagement to enhance the value and status of HR department. Burst out of the greatvitality of the integration of business management theory, practice and network IT hasfar-reaching significance.Web-based technology was adopted in this system design, cross-platform accessand query, and resource sharing. user interface interaction was achieved. therequirements of Neijiang City Tobacco Bureau’s performance goals evaluation workwas fully met by this system, And give full play to their rewards according to reward thegood and punish the bad inspire potential regulatory role. Neijiang City Tobacco Bureauof performance management has played a helpful role.
